Product Access Requirements


Some products — including state Electronic Vehicle Title & Registration and Motor Vehicle Record inquiry APIs — carry additional state program requirements. These are separate from the OAuth credentials required for all API access — they're each state's own rules for who may use the system and how. Before requesting Stage or Production access, confirm your organization can meet that state's program requirements in the Access Requirements matrix below.

Access Requirements

Each column below answers one question about that state's requirements. An answer of Depends means the requirement varies by user role or service type — see that cell's detail.

  • User Approval — does the state need to approve individual users before they get access?
  • Background Check — does the state require background checks for users before access?
  • In-State Location — does the company need a brick-and-mortar location in the state?
  • On-Site Processing — does processing need to happen at that in-state location?
  • Training — do users need training before they get system access?
  • Recertification — is recurring / refresher training required?
  • License(s) — are any licenses required?
